New Immigration Policy and Nationality Law Proposal
The rules for Portugal citizenship have announced the advancement of its strictest immigration policy and presented new immigration law proposals in parliament to implement regulations. The most significant progress concerns the Nationality Law. According to current laws, Portuguese nationality can be acquired after holding a Legal Stay Residence Permit for 5 years. A proposal to increase this period to 10 years is under consideration. Luís Montenegro’s administration assumed government on June 5, 2024, and since then, multiple strict immigration laws have been implemented, with further continuity expected.

Stricter Entry Requirements for Nationality
Following this, Portugal citizenship proposals—currently under parliamentary debate—include revised visa entry requirements for nationality eligibility. Previously, individuals could enter the country under any visa or entry status and later qualify for nationality after acquiring residence. The new laws impose a strict requirement: legal entry into Portugal (i.e., visa-based entry) will be mandatory. Only then can the nationality process begin after completing 10 years.
Inclusion of Waiting Period in Nationality Eligibility
Additionally, a positive amendment ensures that under the new laws, the waiting period to acquire a residence permit will count toward the 10-year nationality requirement. This contrasts with current laws, where this waiting period was excluded.

Changes to Family Unification Laws
The government, represented by Minister Luís Amaro, emphasizes that family unification laws will also be revised alongside nationality laws. Benefits for family unification will be granted more strictly. Furthermore, if AIMA (Agency for Integration, Migration and Asylum) fails to respond to a family unification case, it will be considered a visa denial. Authorities confirmed that stricter rules for family unification will be introduced.
Job Seeker Visas and Language Requirements
Another proposal targets job seeker visas: only highly qualified personnel may be eligible. Portuguese language proficiency may also become mandatory for foreign applicants, either during first applications or renewals.
Current Status and Application of Proposed Laws
All proposals remain under debate in the Portuguese Parliament. The timeline for implementation is uncertain, and existing laws will stay in effect until proposals are gazetted. For current residence permit holders, no decision has been made about whether new laws will apply retroactively or only to arrivals after gazettal. Clarifications will be announced after the laws are finalized and published.
