UK Government Announces New Immigration Rules
Effective from 22 July 2025
The UK Government announced via a press release on 1 July 2025 that new immigration rules will take effect from 22 July 2025. A draft of all changes has been presented in Parliament. This follows a White Paper released in May 2025 outlining numerous adjustments. The sole aim is to reduce UK immigration by any means, as immigrant numbers have quadrupled since 2020.

Stricter Visa Requirements
Higher Skills Threshold
The skills threshold for the Skilled Worker visa has increased from RQF Level 3–5 to Level 6. This means only graduate-level roles on the UK occupations list qualify. Consequently, 111–112 occupations at RQF 3–5 (below degree level) have been removed.
Increased Salary Threshold
The salary threshold has risen to £41,700 (previously £38,700) for the General category.
Care Worker Visa Changes
Route Closure
The Care Worker visa route is now closed. However, existing Care Worker visa holders can switch visas if they have worked for their employer for at least 3 years. This option remains available until 2028.

Replacement of Shortage Occupation List
New Temporary Shortage List
The Immigration Salary List is abolished. A Temporary Shortage List replaces it, valid until 31 December 2026. Occupations on this list allow non-graduates (RQF 3–5) to apply for work visas.
Key Restrictions
- Applicants via the Temporary Shortage List cannot sponsor dependents.
- No salary or visa discounts apply (unlike the previous list).
- Salaries must meet the General category threshold (£41,700) or the role’s standard rate.
Exceptions for Specialized Roles
Lower Salary Thresholds for PhD Holders
PhD holders in fields directly relevant to their job may apply with a £37,500 salary. STEM PhD holders (Science, Technology, Engineering, Mathematics) in relevant roles qualify at £33,400.
Other Categories
Additional categories (C–G) allow highly qualified individuals to apply with lower salaries in limited cases.
