Background: The Flussi Decree Program
The Italy work visa program is renowned to Decreto Flussi program, for which the Italian Government announces an annual quota, decided for the first time in 2023 to pre-announce its immigration plan for three years in advance, similar to Canada’s system. Hence, separate quotas were announced for 2023–2025. Now, after 2025’s completion, preparations for 2026–2028 have begun.
Approval Status
Note: The Italian Council of Ministers has announced preliminary approval. This means the Italian Government will separately grant final approval after the President’s signature and gazette publication. Subsequently, individuals of various nationalities (e.g., Pakistani, Indian, Bangladeshi) can apply for work visas under this program—both seasonal and non-seasonal jobs.
Quota Breakdown by Year
First, the overall quota:
- 2026: 164,850 work visas
- 2027: 165,850 work visas
- 2028: 167,500 work visas
Non-Seasonal Work Visas
- 2026: 76,850
- 2027 and 2028: Same quota as 2026 (76,850 each year).
Seasonal Work Visas
- 2026: 28,000
- 2027: 99,000
- 2028: 90,000
Domestic Workers Visas
(e.g., carers, housekeepers)
- 2026: 13,600
- 2027: 14,000
- 2028: 14,200
Eligible Professions for Seasonal Visas
These cover farm work sectors (e.g., agri-food technicians, agronomists, agro technicians, direct farm salespersons, fruit growers, fruit pickers). Most seasonal visas are valid for nine months.

Non-Seasonal Work Visa Details
These target industries like road/transport, construction, hotels, and tourism. Most are valid for over nine months.
Application Process
- Quota announcement: The government announces quotas (as above).
- Finalization: Dates for application submissions will be shared later on this channel.
- Job offer: Designated employers worldwide (pre-authorized by Italy) issue job offers.
- Employer applies: The employer applies for a work permit on the applicant’s behalf.
- Embassy submission: After approval, applicants submit personal documents at the Italian Embassy.
- Visa & residence: Upon visa issuance, the applicant travels to Italy, where a residence permit is provided.
Important Notes
Friends, Decreto Flussi is Italy’s highly popular program (called “Flows Decree” in English). The government uses it to hire global workers for seasonal/non-seasonal jobs.
- Language: Mostly not required; visas are possible without language eligibility.
- Job offer: Mandatory.
